An Estimate Set Manager is someone who has rights to perform general operations on a Progress Payment, such as editing settings and locking an estimate period.

A user is an Estimate Set Manager if any of the following are true:

• RE, OE or Auditor on all active projects associated with this Estimate Set
• ADMIN privilege
• ESTIMATE_SET_MANAGER privilege (more appropriate for use on Task Order projects)

Note: For contracts which contain multiple projects (i.e. tasks), it may be desirable to grant one or more users the ESTIMATE_SET_MANAGER privilege at the appropriate Contract or Estimate Set levels, thereby eliminating the need for these users to be actively assigned as Project Personnel on ALL projects/tasks.  

Note: Unlocking a Progress Payment period may only be accomplished by an Administrator or someone with the UNLOCK_ESTIMATES privilege.
